MMDA: More than 300 violators caught after the implementation of Anti-Distracted Driving Act

The Metropolitan Manila Development Authority has caught under its no-contact apprehension system about 300 motorists who violated the Anti-Distracted Driving Act, two days after the law's enforcement.

"Minabuti ko po nung nagsimula ito na gamitin muna namin yung mga cameras namin sa panghuhuli. 

Kasi unang una mahirap ding manghuli on ground, it will cause traffic at ipapaliwanag pa sa tao. For the past two days, meron ng 300 at ipapadala po yan sa kanila yung mga notice," MMDA Chairman Tim Orbos said Saturday in an interview on dzBB.

Most of the violators caught were motorcycle drivers, Orbos said.

"Ang masakit dito, malaking bahagi ng nahuhuling nagse-cellphone ay nakamotorsiklo. Hindi ko maintindihan paano nila gagawin yan, nagmomotor na sila yung isang kamay gumagamit pa ng cellphone," he said.

Meanwhile, Orbos pointed out that the lead agency in charge of implementing the ban on "distracted driving" is the Land Transportation Office (LTO), noting that the MMDA, Philippine National Police (PNP) and Department of Transportation (DOTr) will also reprimand violators.

The "No Contact Traffic Apprehension" policy of MMDA uses CCTV, digital cameras and other gadgets to "capture videos and images to apprehend vehicles violating traffic laws, rules and regulations." It covers violators within Metro Manila that are covered by MMDA CCTV cameras.

Violators will receive notices that will be sent through personal service by MMDA Personnel, registered mail or courier services through government or private service providers.

The Anti-Distracted Driving Act officially took effect on Thursday, May 18 nationwide. It prohibits motorist from texting, receiving or making a call using their mobiles phones. 

Under the law, "distracted driving" is when a motorist is using his/her mobile gadgets while the vehicle is moving or temporarily stopped at a red light.

Other acts of distracted driving under the new law include:
  • Using mobile communications device to write, send, or read text-based communications or to make or receive calls and other similar acts
  • Using an electronic entertainment or computing device to play games, watch movies, surf the internet, compose messages, read e-books, perform calculations, and other similar act.
