Martial law in Mindanao 'successful' in containing Marawi crisis

Malacañang released a statement stating that President Rodrigo Duterte's martial law is a success in containing the ISIS-Maute terrorists. Martial law have prevented the Islamic State in Iraq and Syria (ISIS) from its attempt to establish a base in the province of Marawi City.



Presidential spokesman Ernesto Abella said yesterday while in Davao City, "We don’t go by ratings, but we do say we actually preempted the establishment of a wilayat (Islamic State province) [in Mindanao]."

 "So the main goal of preventing is actually, has already been, I believe, hugely successful in the.We have prevented the establishment of this 'wilayat'. And we have now entered into agreements… with the neighboring countries so that this will not recur," he added.

Abella was asked if the President will soon lift Martial Law.

"That will depend on the recommendation of the secretary of National Defense, of the Armed Forces who are the implementors of martial law," he answered.

Meanwhile, Eastern Mindanao Command deputy commander and Mindanao martial law spokesperson Brig. Gen. Gilbert Gapay mentioned that the spread of terrorism was successfull prevented by the government troops, through their checkpoints and curfews as a part of the military rule.

"I am glad to report that after a month, we have prevented the spillover of terrorism in Eastern Mindanao," he said.

"To date, we have conducted a total of 13,149 checkpoints all over Eastern Mindanao. While curfews are continuously being implemented in 210 municipalities and barangays in our area of responsibility. This is in coordination with the LGUs and the PNP," he added.

He pointed out that there was no reports of military abuse while there is martial law which was repored by the Commission on Human Rights (CHR).

"We shall continue to observe the safeguards we have established like the establishment of the multi-sector advisory group, legal action or quick reaction teams, continuous troop information education on the rules of engagements, and other guidelines as we continuously implement martial law in Eastern Mindanao," he said.

"As we enter the second month of implementation, we’d like to assure the public that we shall continue to work for the safety and security of everyone, as mandated to us with utmost respect to human rights and the rule of law," he added.

Abella said that martial law is not a threat to any law-abiding citizen and no one should be worried because Martial law is for containing lawlessness.



"Let me just go back to… the President’s instruction to the military is to protect and save lives. That is the general intention, okay?" he said.

"The President likewise noted that if one is a law-abiding and peace-loving citizen, martial law is not a problem. And that one should worry about… one should worry about… because martial law is intended for the lawless elements and the rebels around," he added.

Meanwhile, a note was left by the Bangsamoro Islamic Freedom Fighters to President Rodrigo Duterte.

"Kahit saan humingi ng tulong si Duterte, hindi niya kami kayang ubusin. I am ISIS. Mag-ingat ka na Duterte, isusunod ka na namin kahit saan ka pa magtago. Papatayin kita."

This threat was posted in the barangay hall of Malagakit in Pigcawayan, Cotabato.

Inside the kindergarten pupils' classroom another note was left by the BIFF.

"Ito ang grupo ng ISIS. Kasama rin namin ang nasa Marawi," the note read.
