Rep. Zarate seeks fast-tracking of House Bill 1763; the evacuation centers bill

Following the magnitude-6.5 earthquake that hit Leyte last Thursday, Bayan Muna party-list Rep. Carlos Zarate on Sunday called on the House of Representatives leadership to fast track a measure establishing community-based permanent evacuation centers to secure calamity victims.
Introduced by Zarate, House Bill 1763 aims to establish permanent evacuation centers in the center of every two to three contiguous barangays nationwide to accommodate the residents of the communities.
"These evacuation centers should be earthquake and disaster resistant so that the victims would be safer. The proposed evacuation centers are a departure from the common practice of using schools and multi-purpose halls as evacuation centers but are still in danger prone areas," Zarate said.
"The evacuation centers proposed by House Bill 1763 should also be located in between barangays so that more people can reach them at the soonest time and may also serve as the command center for disaster response," he added.

At pagkakaroon ng maayos na evacuation center ay napaka halaga sa ating mga kababayan dahil sa pamamagitan nito kahit papaano pwe-pwedeng mabawasan ang pagkakaroon ng sakit at dito din maaring gawin yung mga simpleng psychological activities para maibsan ang trauma na naramdaman lalong-lalo na sa mga bata.
At least two individuals were killed in the earthquake that struck eight kilometers southwest of the town of Jaro at a depth of two kms beneath the island.
Zarate is hoping that his proposed measure will be approved as soon as possible so that accidents and other unfortunate incidents may be prevented.
"Sana ay paspasan na ang HB 1763 dahil mahirap namang maaksidente pa ang mga nasalanta na nga tulad ng nangyari sa [Typhoon] Yolanda," he said.
