Wonder why the P200B to fight covid-19 is not released yet weeks after Congress approved the budget as per request by PRRD?
Well, retired broadcaster Jay Sonza is annoyed that the people he least expect to complain about the delayed release of the P200B are Senators and Congressmen whom he said are supposed to know the difference between government budgeting versus government spending.
In a Facebook post, Sonza explained this to expose the ignorance of these Senators and Congressmen or who were simply playing ignorant to put the Duterte government in a bad light.
In other words, Sonza said the money earmarked to fight covid-19 has yet to be collected, hence the delay in releasing the P200-B announced by President Duterte to the public.

There is a mark difference between government budgeting vis-a-vis government spending. This we have to know!!!
Marami ang hindi nakakaintindi sa government budgeting and spending. Ang hindi ko inakala, iyong mga mambabatas at media ang hindi nakakaintindi.
Ang pondo ng gobyerno ay nakakalap sa pamamagitan ng buwis, bonds at loans. Ito ay pumapasok sa national treasury on a monthly, quarterly, semi annually or when the grant goes into the pipeline. Ang ibig sabihin nito, kinukulekta muna iyong ginagastos o nagastos at gagastusin ng pamahalaan.
Sa kaso ng digmaan Laban sa covid19, oo nga at naglaan ang kongreso ng 200 billion pesos para magamit pang ayuda sa pambili ng gamit, gamot, pagkain at tulong pangkabuhayan, this in effect is just the authority to spend by government, approved by congress. hindi pa pera iyan. wala pang pera diyan.
what happens here is, how much fund is immediately available for obligation? how much can be made available base on projected revenues for the first and second quarter? how much can be charged to the projected revenue? kung walang available funds, magkano ang dapat utangin (domestic or foreign).
Hindi porket earmarked iyong amount, nandiyan na kaagad ang pera. Kaya iyong putang inang mga senator at congressman na naghahanap ng instant release ng pondo or worse iyong mga politicians at brilliant kuno na media na bumabatikos na makupad ang galaw o baka kinukupit iyong pondo ay mga mangmang, tanga at gago.
Halimbawa – kung ang available money o pondo ay P80B lang muna, iyon lang ang maaring ilabas. Ano nga naman ang ilalabas mo kung walang laman ang pitaka mo?
Ang problema pati, iyong binigay na emergency power sa executive ng Kongreso ay very limiting. In other words, you are bound by what is spelled and not by what is necessary, practical and beneficial pursuant to creative management by objective.
Any kabutihan sa Pilipinas Ngayon, the Duterte administration has first, a very reliable economic management team. Second, it has a frugal presidency who knows how spend the money for the greater good and greater number of people. And third, palagiang may perang nahuhugot kapag karaka bilang panimulang hakbang.
