Hontiveros Defended Maute Group's Attack in Marawi : It is Not Rebellion Nor Invasion,

"On a one-on-one media interview, Senator Risa Hontiveros explains and defended her stand that the local terrorist group headed by the Maute brothers's gestures and actions is not classifed nor cannot be called invasion or rebellion citing the definition from the Constitution of the Philippines.



Similar to the reason for declaring martial law, rebellion and invasion, the interview asked Senator Risa Hontiveros if the actions done by the local terrorists Maute group aren't considered rebellion or invasion since they want to conquer and rule in Marawi City.

"Kaya lang kasi, napaka-specific, kuya, nung definition ng rebellion at saka ng invasion don sa Constitution," the female senator was cut off and the asked again what is really the definition of rebellion.

She continued, "... ang rebellion ay may section ng local government at populasyon ng Pilipinas na titiwalag sa pampansang gobyerno. Sasabihin halimbawa ng Marawi City government o ng mga Marawi citizens na ayaw na namin sa republika, titiwalag na kami sa gobyerno at kami ay hihiwalay na, but that is not the case..." she was interrupted again.

The interviewer then asked if that is not similar to what the Maute group members are doing? They are even waving their own flags, specifically thhe ISIS' flag.

She answered, "Pero strictly speaking, hindi yan rebelyon ng Marawi City at ng Marawi residents, in fact, pag tinanong yung mga ibang mamamayan sa Marawi, ayaw nila sa Maute. Hindi sila yung nagre-rebel against the national government. Tapos, hindi rin sya invasion. Hindi naman tulad sa Zamboanga City noon na may siege talaga."

Hontiveros was asked, "So, ano yung invasion?"

"Yon yung armadong pwersa na mula sa labas, papasok sa isang lugar na may intensyong sakupin sya, kontrolin sya at gumanap ng karahasan," Hontiveros explained.

So, if the invaders aren't from Marawi, who are right now fighting there and just for the sake of not saying it is rebellion, then that means they are not from Marawi, the interview stated.

"Maaring ganon," the senator agreed.

The interview continued, "Pumasok sila, may armas sila. Na parang gusto nilang sakupin ang Marawi."



"Yes," Hontiveros confirmed.

"SO THAT'S INVASION," the media rep bluntly said.

However, after defining what rebellion and invasion, according the Hontiverso, the Maute's actions aren't still considered invasion in definition from the Constitution.

"Hindi po. Stricly speaking not according to the Constitution but definitely, target ng military action. Kasi walang pwedeing pumugad dyan na grupo na may armas, na may intensyong gumawa ng karahasan, ng terror actions na ginawa nila, na hindi reresponde ang ating Armed Forces at PNP. Talagang ayan! Nagsimula sila ng malaking gulo, na hanggang ngayon pinagdudusahan ng mga kababayan natin," she stated.

"So kung ganito po," the interviewer said. "Kasi talagang it's a matter of interpretiation with the specific word rebellion at invasion," he continued.

Senator Hontiveros agreed and added that there should be a realistic narration of the "facts on the ground". That point should've been one of the topics tackled during the joint session -  What really happened? Is it really invasion or not. Is it really rebellion or not.

"May mga iniulat pala noon ng kung sino sa gobyerno na hindi naman pala talaga nangyari. Like yung pagpugot sa ulo ng police chief na later on buhay pala siya..." She said.

Hontiveros pointed out that if the real happenings in Marawi City were reported and not those made-up stuff, the lawmakers could've suggested a different solution and not martial law on the entire Mindanao but a more appropriate and specific action against the Maute group in Marawi City.

However, Senator Hontiveros did not state what should be called to the clashes in Marawi. If it wasn't rebellion nor invasion, then what do we call it senator?

If martial law wasn't a necessary action, then what should the government do? Since you are a senator, you must know a lot of things about defense against people who we cannot consider as rebels or invaders.
