A certain Harold Cabunoc, a bemedalled Scout Ranger and now a full-fledged Colonel in the Philippine Army has shared his two cents worth with regards to the sh**ting incident in QC wherein a fellow soldier was k*ll*d by a responding policeman.
In the Facebook post, Cabunoc opened by asking the same question that every Juan asked in light of the news report, “Bakit nabaril ang dating sundalo?”
Cabunoc said it is hard to judge whether the sh**ting incident involving a former colleague was right or wrong. “Mahirap manghusga kung tama o mali ang nangyaring pagkabaril ng isang dating tropa.”
Cabunoc remarked that there are guide questions for the investigator should in ferreting out the truth.
Cabunoc went on to elaborate the guide questions he was referring to.
Merong guide questions para sa pag-usisa ng mga imbestigador kagaya ng mga sumusunod:
1. Karanasan ng law enforcer sa real life incidents gaya ng mga pag aresto, pag-responde sa acts of violence gaya ng violent crimes, o barilan sa komunidad.
2. Ano ang sitwasyon sa lugar na nirespondehan. Me violent acts na nangyari? Nanaksak o namaril ba ang suspek?
3. Meron bang kakampi o back up ang pulis?
4. Sumusunod ba sa warning ng pulis ang suspek?
5. Kitang-kita ba ang armas ng suspek na maaari nyang gamitin sa pulis?
6. Mahusay ba ang pulis sa pagbaril? Kaya ba nyang magpatama accurately para ma-incapacitate ang suspek? (Inaaresto naman dapat ang suspek at hindi patayin agad ang iniisip)
Cabunoc said that each soldier and policeman have a huge responsibility in their shoulders how to use the power of their guns properly in the performance of their duties, quoting the famous line of Spiderman that “With power comes great responsibility”. That is why his advocacy in the Army has always been marksmanship proficiency because in an armed encounter, it cannot be avoided that armed combatants and civilians mixed. “Sa aming nasa serbisyo, malaking responsibilidad ng bawat sundalo at pulis ang tamang paggamit ng armas (power) sa aming ginagampanang tungkulin. Ika pa nga, “With power comes great responsibility”. Iyan ang dahilan kung bakit nag-advocate ako sa Army ng Marksmanship Proficiency dahil ang less confident na sundalo ay malamang “pinataka” pumutok sa labanan na kung saan ay minsan magkahalo ang sibilyan at mga armadong kalaban. We have to protect the lives and property of the people, as a general principle.”
Cabunoc spoke proudly that when he was assigned at 33IB, his soldiers adhered to the strict discipline in using “state-sponsored violence” when conducting law enforcement missions in cooperation with the PNP, SAF. CIDG ARMM and local police. “Nang ako ay nasa 33IB, disiplinado sa paggamit ng ‘state- sponsored violence’ ang aking sundalo at ang mga PNP SAF, CIDG ARMM, at local police na katuwang namin sa mga operasyon. In fact, sa lahat naming law enforcement operations ay wala ni isang nabaril na suspek dahil ginagamit namin ang element of surprise, pinagtataas namin ng kamay, at nirerespeto ang kanilang karapatan. Mapapanood ang combat footages ng aming mga operasyon sa Makabayan Battalion Facebook page bilang pagpakita ng transparency sa aming operasyon.”
On this note, Cabunoc urged the public to refrain from passing judgment if they have zero experience with law enforcement operations or they have not put their lives on the line in the fulfillment of one’s duty. “So, wag nating husgahan derecha kung tama o mali ang pagkabaril kung di naman natin kabisado ang law enforcement operations at di natin naranasan ang nasa bingit ng kamatayan dahil sa sinumpaang tungkulin. Husgado ang syang makakasagot kung tama o mali ang nangyari base sa footage, eyewitness accounts, at sa nakasaad sa Human Rights laws at PNP Rules of Engagement.”
Cabunoc ended the post saying that everybody makes mistakes but those who admit they made a mistake is the only one who can correct that mistake. “Lastly, lahat nagkakamali. Ngunit, iyong umaaamin na nagkamali ay syang makakatama sa naturang kamalian.”
“Let us fix the problem, not the blame!” Cabunoc added.
P.S. Wag nyo pababain ang morale ng sundalo at pulis na nasa lansangan sa laban kontra Covid 19. Wag mangungutya, at wag pag-aawayin ang tropa lalo sa panahong ito na kailangan nating lahat ay pagkakaisa!
