An open letter addressed to Senator Risa Hontiveros in response to the senator’s comment on the “sh00ting incident involving a mentally-challenged man in Quezon City” has been making the rounds online.
The open letter was authored by British national Malcolm Conlan, a known Duterte supporter and popular among Duterte supporters on Facebook.
In the open letter, Conlan described the incident “unfortunate” and “regrettable”. Conlan said the incident saddened him like everyone else especially that the victim was mentally-challenged as reported.
Conlan clarified he is a believer of upholding human rights and at the same time, a believer of the police officer’s right to life and self-defense.
However, Conlan explained that she disagreed with the senator’s choice of words like “brutality” and “violence” in describing the incident.
Conlan defended the police action as nothing but an act of self-preservation or self-defense because of a perceived threat to his life.

Dear Ma’am Sen Risa Hontiveros,
This was an unfortunate incident and of course any loss of life is regrettable. I am also sad to hear that the victim was mentally challenged.
I also believe in human rights, the right to life of the officer involved and the right of self defence!!!
Sadly, in this situation, as the officer approached the man and repeatedly gave him instructions on how to act, the male quickly and suddenly reached into his bag. This was very clear to see on a full video of the incident.
Sadly, we live in an age when even women and children are being trained as terrorists. It’s impossible to tell who out there has bad intentions against us. You hear of so many cases around the world where people who are mentally challenged would pick up a gun or knife and kill many.
Also, to be honest and thankfully, those with a mental illness don’t carry a sign around their neck indicating this. This would have meant it was difficult if not impossible for the officer to identify that the suspect was mentally challenged!
This was not an incident involving brutality nor violence, this was an incident where an officer felt threatened or at risk. Sadly, it takes only a second to pull out a gun and thus the decision on whether to engage or not has to be made pretty damn quickly too.
How can this be a case of brutality anyway? The man wasn’t randomly shot, he wasn’t beaten up or tortured, sadly and tragically, he found himself at the receiving end of a bullet, fired in self defence from a perceived threat.
RIP to the unfortunate victim of this tragic indecent and deepest condolences to his family and well done to the officer concerned for doing his duty and reacting as he has undoubtedly been trained.
Finally, I am quite sure the officer concerned is upset over this and traumatised and these kind of comments from you are not helpful to him.
