PhilHealth is under fire on social media after a circular mandating Overseas Filipino Workers (OFW) to pay 3% of their monthly salary makes the rounds online.
The President isn’t even spared by the backlash since the brouhaha, although has yet to be implemented, erupts during his term.
Even the so-called Duterte bloggers, to mention a few like Edwin Jamora, Mike Waldorf etc. aren’t happy with the PhilHealth’s circular and has been very vocal against it lately.
Of course, Jamora and Waldorf have every reason to oppose it since they belong to that group who are going to be affected in case this is going to push through.
You know that PhilHealth is in trouble when even pro-Duterte social media influencer by the name of Mark Lopez is taking up the cudgels in behalf of the OFWs.
In an open letter posted yesterday night, 3 May 2020, Lopez told President Duterte that the PhilHealth issue concerning the OFW’s is going to be a headache for his administration if he will not step in and stop the PhilHealth circular.
Lopez informed the President that the implementing rules for the PhilHealth circular is very problematic and that the 3% monthly deduction is very oppressive when their local counterparts is deducted 1.5% only from their salary,
Lopez believed that a fixed 1% deduction from the OFW’s salary is acceptable. Better yet, the OFW’s is mandated to pay a fixed rate of P200 per month or P2,400 annually. Lopez suggested that the OFW’s can be given an option to pay extra in exchange for additional benefits.
Another red flag Lopez raised to President Duterte is the OFW’s (OEC (Overseas Employment Certificate) will not be released if he or she fails to pay one’s annual premium. Lopez said this is not right though he is in favor of penalizing the OFW for failure to pay the annual fee.
In addition, Lopez mentioned how the OFW’s are given the hard time by PhilHealth because of the many requirements they need to comply as members.
Lopez wrapped up the open letter asking President Duterte not to forced the issue to the OFW’s.
Lopez also urged the OFW’s to calm down in light of the controversy surrounding the PhilHealth circular, assuring them that everything will be fine with the help of Senator Bong Go.

Dear Mayor President Duterte,
It seems we have a big problem po sa issue ng Philhealth with our OFWs.
Now, we understand naman po ang inyong objective when you signed the Universal Health Care Act, which includes the said provision na automatic members ang OFWs sa Philhealth. Wala ho tayo pag uusapan jan.
Maganda ang layunin jan. At makikinabang naman jan ang mga kamag anak ng mga OFWs in case kailangan gamitin.
Ang problema po dear Mayor-President eh dito po sa implementing rules and circular na ipapatupad.
Mukhang dito na agrabyado ang ating mga OFWs.
Una po sa premium contribution.
Mukhang very oppressive po ata yung 3% na monthly deduction. Kasi sa pagkaka alam ko, ang mga local employees po eh nasa 1.5% lang ang kanilang Philhealth contribution. Bakit naman po doble sa OFW? Imbes na doble, dapat ho ata sa OFW eh nilagay nyo na fixed na lang na 1% ang basic contribution, at bigyan nyo na lang po sila ng option na magdagdag KUNG GUSTO NILA, para din madagdagan ang benefit nila if ever.
Dapat ang mandatory is a basic rate of 1% kasi wala din naman dito ung OFW at meron din syang health insurance na babayaran sa kanyang place of work and destination country.
Tingin ko po, yang 1% of monthly salary is very acceptable na. Again, bigyan na lang po natin ng option na madagdag sila kung gusto nila.
Sa ngayon, kung susundin yung gusto ng Philhealth na 3% monthly premium, lalabas po ang isang OFW na kumikita ng $400 o P20k a month eh kakaltasan ng P600 kada buwan, or P7,200 FOR ONE YEAR. MEDYO MABIGAT NA ITO SIR.
Samantala, kung 1% lang ang ibabawas natin, yan ay P200 a month lang, or P2, 400 lang isang TAON, para sa iang OFW na may sweldo na P20K a month.
In fact, baka po dapat Mayor-President, ang mandatory na lang na gawin ay fixed, basic rate na P200 monthly sa LAHAT NG OFW, regardless kung magkano sweldo nila.
Tapos bigyan na lang po nga sila ng option na magdagdag kung gusto nila, para sa wider coverage ng mga kamag anak, o additional benefit.
Again, maganda po ang intention ng Universal Health Care UHC Law para po sa sambayanang Pilipino. And sang ayon po tayo na dapat kasama ang ating mga OFW.
Pero mukhang sablay po ying nakaisip jan sa Philhealth at sa DOH na mag take advantage sa ating mga OFW at gatasan ng husto. Uulitin po natin – MASYADO MALAKI PO YANG 3% MONTHLY PREMIUM.
Tapos, bakit naman po ginawang hostage ang mga OFWs na pag hindi nakabayad eh i ho hold ang OEC? Huwag naman po ganun. Ang sa akin, tama na po siguro yung ma charge sila ng nterest at penalty pag hindi nakabayad ng annual premium.
Tapos, pahihirapan pa sa mga reketitos na proof of income pa at kung anu anong requirements.
Marami pa po ang issue na lumabas jan dahil na rin sa 3% na gusto ma impose ng Philhealth, kasama na ung pagsingil ngayon kung kelan naman sila hirap dahil na din sa Covid-19. Wrong timing ika nga.
Huwag muna ipilit Sir.
Ang sa akin Mayor President, maayos lang yang premium contribution rate, na either 1% or fixed amount na P200 per month eh lahat ng ibang issue ma so solve na din kagad.
Palagay ko po, yan na ang patas na acceptable term sa lahat.
May appreciation ang mga OFWs natin sa Philhealth. Malaking bagay ito para sa kanila.
Pero sana lang po, magkaron din ng tamang appreciation ang Philhealth sa ating mga OFWs.
Ayusin po natin kagad Mayor-President.
