"When the President said it would take more than six years to solve the drug problem, he's preparing the people [to accept]his failure, because that is an admission of failure that he could not solve the drug problem within his term," Albay Representative Edcel Lagman told reporters at a press conference.
Opposition lawmaker from the Liberal Party Albay Rep. Edcel Lagman is one of the most popular commentator against President Duterte.
He commented after Duterte's speech before medical practitioners in Davao City, said that the government does not have enough machinery to curb illegal drugs.
He said that even the United States government struggled to control illegal drugs in their country.
"Sabi ko, ang Amerika na Amerika, naging Amerika na iyan, hindi nga niya makontrol iyong drugs. Tayo pa kaya?" he said.
"We do not have the equipment, kulang man. And you know the coastline. How… it's 37,000 iyong—It is not a contiguous [sharing a common border] place na at least one border lang. Ito island… that's 7,000 islands comprising the Philippine… the Republic of the Philippines," he added.
"Hindi makaya nga ng iba, tayo pa kaya? Iyong drugs na iyan, we can't control it," he continued.
Lagman said Duterte has failed to recognize that the drug menace is more than just a police matter.
"It is a poverty and health issue, as experienced by other countries," the lawmaker said.

But Lagman no longer seems convinced that the President will keep his word.
"All's been said and done. He keeps on saying that he's going to resign 'if' but..."
"I don't think he's taking his statements and commitments seriously. He trivializes his statements and commitments," he observed.
Duterte statement on gov’t war on drugs earns mixed reactions, Palace officials claimed the President’s statement was only meant to describe the depth of the drug problem in the country.
Presidential Spokesperson Ernesto Abella said Duterte’s statement that he could not eliminate the drug problem within his term was only meant to show the “depth, enormity and the complexity” of the drug situation which cannot be solved overnight.
“The President’s remarks that the Philippines cannot control the drug problem underscore its depth, enormity and the complexity. PRRD’s statement further points out that the drug situation in the Philippines is a problem that cannot be solved overnight,” Abella said.
