ABS-CBN's Mutya ng Masa Doris Bigornia was President Rodrigo Duterte's choice to replace former DSWD Secretary Judy Taguiwalo.
In a press conference at the Malago Clubhouse in Malacanang Monday (August 21), Duterte revealed that he asked broadcaster Doris Bigornia to head the Department of Social Welfare and Developement but she declined.
"I just offered it to Doris Bigornia, ayaw niya. Totoo, I'm not joking," he said.

“That is the job of Congress as part of the checks and balances of government,” wika ni Duterte.
“Wala tayong magawa kung i-reject,” dagdag pa nito.
Tinanong ang Pangulo kung sino ang napipisil niyang kapalit ni Taguiwalo: “I just offered it to Doris Bigornia, ayaw niya.”
Duterte said he only asked Bigornia to work, avoid corruption and "enjoy the duty of serving your countrymen."
"Yan lang lahat ang sinabi ko. Whoever it is or would be, I am asking you just have to work sincerely, earn your keep for the day, do not corrupt the money and I would be happy. I would even shake your hand a thousand times." he said.

Sinabi rin ng Pangulo, nais niyang italaga ang opisyal na ayaw ng korapsiyon at magtatrabaho nang matapat sa puwesto.
Kung matatandaan noong nakaraang taon, sinabi ni President Duterte na di lang pang mutya ng masa si Doris Bigornia.
President Rodrigo Duterte introduced a news standard of beauty which made ABS-CBN journalist Doris Bigornia the epitoome of attractiveness.
In his speech last year before members of the media in Malacanang, duterte said he is "loyal" to the mothers of his son Sebastian's two children as a "matter of beauty".
He then proceeded to define what beauty is for him.
"What is beauty? Beauty is like Doris Bigornia. She's not really... I mean we're talking about cosmetics but beauty deep in the heart. You know, 'yan ang beauty," the President said.
Bigornia who is part of the Malacanang Press Corps, has been covering Duterte since the campaign season.
Regardless of gender, the President said a person's beauty shows when they deal with their fellowmen "fairly squarely and give everyine his due."
Matatandaang na-reject si Taguiwalo bilang Kalihim ng DSWD ng Commission on Appointments noong Agosto 16.
Malacanang said Duterte has been searching for a new DSWD Secretary since the Commission on Appointments rejected Taguiwalo.
Malacañang said it is “saddened” by the CA decision and cited her contributions to the country while supervising the DSWD.
“We are saddened by the Commission on Appointments’ rejection of Secretary Judy Taguiwalo. Secretary Taguiwalo had served the Duterte administration with passion, profession and integrity. She made an impact in the lives of many Filipinos in her tenure as DSWD Secretary,” Presidential Spokesman Ernesto Abella said in a statement.
He said that President Rodrigo Duterte “is now looking and studying for a possible replacement.”
Hindi naman nilinaw ni Duterte kung siya’y muling magtatalaga ng isang makakaliwa tulad ni Taguiwalo sa puwesto, ayon sa ulat ng GMA.
