Police Chief Insp. Jovie Espenido, a known “drug buster” arrested 58 suspected drug personalities with one fatality in six operations on July to September of year 2015.
A police officer became popular among village folks here when he partially destroyed the drug business following successful raids against illegal drugs in northwest Leyte in a span of three months.
Espenido’s deep intelligence tactics together with his team resulting to arrests of several drug suspects in a single operation oftentimes amazed the community.
These accomplishments created a mark on his name and reaped extraordinary confidence, cooperation and support from village officials who started disclosing alleged personalities operating in their area and even begged for immediate action.
Espenido believes that other crimes are generally attached to drug.
Espenido was born on October 19, 1968 in San Miguel, Surigao del Sur where his biological family currently stays. He is married to Shiela Bandal from Tubod village of Isabel town in Leyte where his family currently lives. The couple is blessed with three beautiful kids.
He was supposed to get a promotion in 2012 but the documents he submitted to then Secretary Jesse M. Robredo before he died were lost.
In his campaign, he got the support of the municipal parish priest, community, private sectors and the local government unit in a span of three months.
In a Facebook post, a heart-warming post from Espenido's Kababayan was posted:
"hello just dont mention my name, I am Espinedos neighbor in Leyte, he is a well respected policeman in Isabel, Leyte his hometown. 2005 una ko siyang nakilala, high school ako noon at ikalawang taon ko sa Leyte dahil bagong lipat kami from Mindanao. Si Espinedo nag aral ng Criminology yan at ang nag udyok sa kanya na magpulis ay yung hinold-up ang uncle niya sa sarili nitong bahay at isa siya sa nakasaksi sa kremin, hinampas pa ng armalite ang mukha niya... Noong naging pulis na siya nagkataong most wanted sa Leyte yung taong nanghold-up sa uncle niya, while he wanted to capture the guy in the person of Dandan Mojado kumuha ito ng granada na naka masking tape pa, naunahan ito ni sir at napatay si Dandan Mojado, nakita mismo ng mga mata ko ang bangkay. simula noon nakilala ng husto si Juvie Espinedo sa lugar namin. Wala siyang sinasanto na kriminal kahit pa mga matataas na opisyal ng PNP AT ARMY na may mga illegal nababangga niya kahit ang ranggo niya ay SPO2 palang... matagal siyang na promote, dito sa amin kapag krminal ka at binalaan kana ni Sir Juvie dapat tumigil kana baka magiging November 1 ang birthday mo. dahil sa mga nakakabangga niyang mga pulitiko at mga police na may mga illegal ay ipinatapon siya sa SAMAR na kilalang magulo na lugar, pero doon sa SAMAR gumawa na naman ng pangalan si Sir Juvie.. hindi man siya perpektong tao pero sa lahat ng police na nakilala ko sa buong buhay ko siya ang pinakatapat sa serbisyo niya, masasabi kung swerte ng taga Ozamis dahil sa kanila ipinatapon si Sir Juvie,,. kung sakaling pag iinitan man siya ng mga pulitiko na kakampi ng mga Parojinog ang hiling ko lang sana na ibalik na siya dito sa Isabel, Leyte.. Ito ang bayan niya, ito ang bayan ng mga taong may tiwala sa kanya."
Asked of his unusual technique in the performance of his work that not most police officers do, he would just point a finger up and say “because of Him” (referring to God).
Espenido and his wife are active preachers in their church Seventh Day Adventist.
He believes that if only all policemen perform their sworn duties well, seldom the illegal doers to prosper to win over the laws.
