An open letter written by Atty. Bruce Rivera addressed to the People of Capas Tarlac in light of their objection to the use of the New Clark City as quarantine facility for OFW’s from China makes the round online.
Rivera found it objectionable that the reason cited by the people of Tarlac to their opposition of the OFW’s from Wuhan to be quarantined in New Clark City was that they feel betrayed by the government.
Rivera asked the people of Capas, Tarlac what country they belong to? According to Rivera, the people of Capas, Tarlac benefited from the income of NCC (New Clark City) and SEA games but now, they are refusing to accept our countrymen. Rivera remarked that if this is how they think, he said we should have never consented when the NCC was being constructed.
Rivera informed the people of Capas, Tarlac that there are no rallies among the people of Metro Manila asking the government to transfer the patients who are nCOV positive from RITM and San Lazaro Hospitals to other hospitals. Rivera said that it is not right to think only for ourselves in time of crisis, especially when our OFWs whom we called the modern heroes of today. Besides Rivera argued, the people to be quarantined in NCC are not sick. Those who have cough and fever are brought to the hospital. He said this is merely a quarantine as precaution.
Rivera hold the opinion that the Mayor’s obligation and his council is not to encourage the proliferation of wrong information that may trigger paranoia among his constituents. Sadly, the opposite happened.
Rivera said to be called Filipino during this time is embarrassing even when many of our countrymen still thinks of the welfare of the general public. Rivera lamented there are some who are selfish, greedy and narrow-minded. According to him, if that’s how some of our countrymen thinks, we might as well divide the country because it pains him to hear the words, “they should go back whence they came” from the people of Capas, Tarlac in reference to the OFWs returning from Wuhan China.
Rivera asked if Capas, Tarlac is not part of the Philippines. Where did they come from when our countrymen wants to return home?
Rivera said it is really embarrassing. To get scared and apprehensive is normal but being greedy is inhuman.
To think that this people even hear the mass or go to the church, Rivera concluded his open letter.

Dear People of Capas, Tarlac,
Sabi ninyo, hindi kayo nainform at kinunsulta sa quarantine ng mga Pinoy OFW na galing sa Wuhan na parang natraydor kayo.
Anong bansa ba kayo kasapi? Makikinabang kayo sa income ng NCC at nakinabang sa SEA Games pero ngayon, ayaw niyo tanggapin ang kababayan natin. Kung ganyan ang iniisip niyo, sana hindi din kayo pumayag nung ginawa diyan ang NCC.
Kami dito sa Metro Manila, andito ang RITM at San Lazaro kung saan may NCoV patients pero wala kayong nakikitang nagrarally na paalisin ang mga pasyente. Kasi, hindi naman natin dapat isipin ang sarili natin lang sa panahon ng krisis. Lalo na kung kapwa nating Pinoy na OFW na bayani ang turing natin sa kanila. Tsaka, ang dinadala po diyan, WALANG mga sakit. Ang may ubo at lagnat ay sa hospital dinadala. Quarantine lang para preventative.
Para sa akin, obligasyon ng Mayor at council ang huwag i-encourage ang mga maling inpormasyon na naging dahilan bakit praning ang mga constituents nila. Pero sila pa itong pasimuno ng panic.
Nakakahiya maging Pilipino sa mga panahong ito kahit na andami nating kababayan na iniisip ang kapakanan ng karamihan. Kasi may mga Pinoy na makasarili, madamot at makitid ang pag-iisip. Kasi kung ganyan kayo mag-isip, paghati-hatiin na lang ang Pilipinas kasi masakit makarinig ng mga salitang, “dapat bumalik sila sa kanilang pinangalingan” mula sa mga galit na residente ng Capas patungkol sa isang Pinoy na OFW.
Kasi hindi ba parte ng Pilipinas ang Capas, Tarlac. Saang pinangalingan nila gustong bumalik yung kababayan natin?
Nakakahiya talaga. Kasi normal ang mangamba at matakot. Pero hindi makatao ang pagiging madamot.
At nagsisimba kayo sa lagay na yan.
