Representative Alejano: Duterte and Maute Seemed to Be Helping Each Other

Magdalo party-list Representative Gary Alejano theorized on Sunday that President Rodrigo Duterte and the local, ISIS-inspired terrorist group that is the Maute seems to have been mutually benefiting from each other.



Alejano based his allegations on recent turnout of events in Mindanao wherein it seemed for him that both the Duterte administration and the Maute group has attained their goals as outcome of the recent series of events.

"Pag titignan natin ng maigi, tila nagtutulungan si Duterte at ang Maute group para makamit ang kani-kanilang mga adhikain. Si Duterte naghahanap ng justifications to declare martial law na binigay naman ng Maute at ang Maute naman ay naghahanap ng recognition mula sa ISIS at buong mundo bilang isang pwersa na kayang mamuno ng isang Islamic province," Alejano said in his speech during the counter-State of the Nation Address (SONA) gathering at the University of the Philippines Diliman campus in Quezon City.

"In effect, binigay ito ni Duterte sa pagitan ng pagdeklara ng martial law. Ang Maute, mula sa isang local terrorist group ay isa nang international terrorist organization. Maraming salamat kay Pangulong Duterte," Alejano added, further backing his allegations against the two involved parties.

Alejano questioned President Duterte's motive as to why he declared martial law in Mindanao.

"Ang tanong, naghahanap lang ba ng pagkakataon si Duterte upang maisakatuparan ang kanyang inaasam-asam na martial law?" Alejano said.

It can be remembered that President Rodrigo Duterte put the entire Mindanao last May 23 under martial law following the attacks of the Maute group in Marawi City.

Before the declaration, issues regarding the President's desire to declare martial law in the country has been surrounding him as he, himself, states his openness to declare so.



The martial law in Mindanao is supposed to only last 60 days, according to the revised 1987 Constitution, which means it will lapse on July 22, two days before the President has his second State of the Nation Address.

Rep. Alejano further argued for his allegations stating that the President had been aware of the Maute's plan to attack the Marawi City and yet ignored the warning.

Alejano cited Duterte's speech during the Wallace Business Forum dinner in Malacañang last December 12 where the president himself stated that the terrorist group has stated the possibility for them to pull out their forces out of Lanao given that the government troops would stop the offensive. Otherwise, the terrorist said they would burn the city of Marawi.

"They are in there in the forest. I don't know where and I said, they would stop fighting, provided we stop the offensive or not, they said that they will go down upon Marawi to burn the place.

Apparently, the presided did not heed the warning and the terrorists proceeded with their plans.

"Ang hamon na ito ay kinagat ng Maute at naging totoo ang pagkasira ng Marawi," Alejano stated.

In addition, Alejano said that martial law is not the only solution to address cases of rebellion and insurgency in Mindanao.



"Military is not the only solution to the complex problems of the country. It has been proven in the past," he added.

"Sa ganitong klase ng kasalukuyang pamumuno, hindi kapayapaan ang dala kundi kaguluhan," Alejano further stated.

Rep. Alejano has also filed an impeachment complaint against President Duterte at the Office of the Ombudsman. However, the case was dsimissed.
