Cavite town Mayor airs complaint vs private hospital in socmed for turning down patients showing symptoms of COVID-19, warns legal action

A private hospital in Cavite is in hot water after the Mayor of Kawit Cavite personally lodged the complaint on Facebook for refusing to confine two individuals who are showing symptoms of covid-19.

According to the FB post of Mayor Angelo G. Aguinaldo of Kawit, he was saddened that while the Municipality of Kawit is working hard to keep the town safe from the virus, there are a few like the San Pedro Calungsod Medical Center who refuses to cooperate. Aguinaldo remarked that the Municipality wanted his constituents to get admitted in a big hospital with quarantine facility. The patients were accompanied even by Kawit RHU, had to wait for 2 hours as the admission papers were processed, but in the end, the hospital turned them down.

On Facebook, Aguinaldo wrote: “Nakakalungkot po na habang tayo sa munisipyo ng Kawit ay nagsisikap para masigurong ligtas ang ating bayan. Ngayong araw, isang ospital sa Kawit ang tumangging mag-confine sa dalawang pasyenteng nakikitaan ng sintomas ng coronavirus disease (COVID-19). Dalawang oras na naghintay si Dra. Pulido kasama ng mga medical staff ng Kawit RHU sa San Pedro Calungsod Medical Center, Inc. (SPCMC) para ma-process ang admission ng dalawang pasyente at nang mabigyan ng mas maayos na atensyon. Gusto sana nating mai-admit sila sa mas malaking ospital na may quarantine facility. Ngunit, tinanggihan pa rin nila ito.”

Aguinaldo said he was not sold to the excuse given that the hospital has no available room because per declaration of the State of Public Health Emergency and DOH guidelines, hospitals are required to assign rooms for cases like this. Ex. COVID-19.

“Hindi ako sold sa sinabi nilang “walang kwarto”. Dahil sa idineklarang State of Public Health Emergency, dapat ay may nakalaan na silang kwarto para sa ganitong mga kaso alinsunod na rin sa utos ng Department of Health para sa mga pasyenteng nagpapakita ng sintomas ng COVID-19.”

Mayor Aguinaldo’s suspicion was further reinforced when the doctor on duty told Dra. Pulido and company that the President of the hospital was coming to decide on the issue. Aguinaldo reckoned this could only mean that there are available rooms and yet they refused to confine the patients showing symptoms of covid-19. The Mayor added that a hospital with Philhealth levels 2 and 3 accreditation is in violation of their Performance Commitment.

“Sinabi rin ng naka-duty na doctor na pupunta ang kanilang presidente para magdesisyon. Edi, mayroon ngang bakante ngunit ayaw nilang ipagamit sa kasama naming pasyente. ANO BA TALAGA? Dagdag pa rito, ang pag-refuse na mag-confine po ng mga ospital na nasa Level 2 at Level 3 accreditation ng Philhealth ay isa pong paglabag sa pinirmahan nilang Performance Commitment. Karapatan ng ating mga kababayan na mai-admit sa ospital na may maayos na facility.”

As the Mayor of Kawit, it was depressing that his constituents are getting this kind of treatment. How can we stop the spread of COVID-19 in Kawit if a few of the hospitals like San Pedro Calungsod Medical Center refuses to cooperate? Mayor Aguinaldo asked.

“Bilang alkalde, ako ay nanlulumo sa ganitong pagtrato sa ating mga kababayan. Paano po ba natin masosolusyonan ang pagkalat ng COVID-19 sa ating bayan, kung hindi po nakikipagtulungan ang ilan sa mga ospital sa ating bayan gaya ng San Pedro Calungsod Medical Center?”

Mayor Aguinaldo remarked that he cannot tolerate that while the patients are suffering and getting weak, no medical attention was given. The good Mayor lamented that two hours were wasted as Dra. Claudette Pulido negotiated to have the patients confined and in the end, the hospital coldly turned down the patients. The Mayor said he had to rush to the hospital to personally plea for their cooperation, but there was no action taken (initial treatment) and it felt like they were shooed away by the hospital.

“Hindi ko po maatim na habang ang pasyenteng may sakit at nanghihina, walang atensyong medikal ang naibibigay. Sa dalawang oras na pakikiusap ni Dra. Claudette, walang pusong tinanggihan pa rin ito. At kahit na ako na mismo ang pumunta para makiusap na makipagtulungan, ay wala man lang aksyon at para bang itinataboy pa kami.”

Mayor Aguinaldo ended the FB post by leaving a foreboding warning to the private hospital. He also urged his constituents to report to his Office if they encounter similar case in any hospitals in Kawit. “Alam ko po na isang malaking hamon ang paglaban natin sa COVID-19. Kaya’t hindi po natin palalampasin ang pangyayaring ito na pagpa-power play ng mga ospital lalo na kung may kakayanan naman silang tumanggap ng pasyente. Kapag may mga kaso ng ganitong pagtanggi, mula sa kahit alinmang ospital sa Kawit, maaaring ipagbigay-alam po ninyo sa aming tanggapan.”

“HINDI PO ITO TAMA! AT KAILANGANG MAY MANAGOT SA PANGYAYARING ITO.” This is not right. Somebody must be held responsible for this, Mayor Aguinaldo quipped.

Mayor Aguinaldo’s post has angered netizens against the said hospital, particularly the people of Kawit who expressed their sentiments by commenting on Mayor Aguinaldo’s post.

One netizen commented the the hospital needs to be closed. “That hospital need to be close! Because Wala silang malasakit sa mga kababayan natin, I am not a resident in kawit but I am so concern with patients who is suffering for more and 2hours and they really need an expert to examine there condition. That hospital shouldn’t be there. They are just for the patients with money and not with the poor!”

This netizen echoed the sentiment of the above commenter. “Very simple mayor. Close it. You have the power. You can even ask the national government to help you, specially on times like this. Bibilib sayo ang Tao and it will serve as one of your legacy. Mayor na nagpasara Ng ospital dahil Mali ang ginagawa. Maganda un. Think about it”

Another netizen was saddened and at the same mad by the action of the hospital. “This is saddening to the point of the maddening. How could they decline a suspected patient? Moreover, they were already accompanied by Dra. Pulido, yet they (allegedly) rejected? Let’s make them trending.”
