"He's goading people to kill people. That's a problem.The directive to kill people under any situation irrespective to the context, to me that's unacceptable," the Ombudsman said.
The Ombudsman delivered her statements during Japan's NHK World aired on Thursday night in the Philippines.
On December 2016, Morales dismissed the President's threat to kill criminals.
"It's not illegal to say, 'I will kill you,'" Morales said in a forum with the Philippine Daily Inquirer last December.
"But whether he makes good on that intention, again, it's a different story," she said then.
But now, Morales doesn't seem to think that way anymore.
"You know, they try to rationalize whatever he says so whether or not the police or whoever he addresses these words believe him. That’s a different story. The directive to kill people under any situation irrespective of the context to me, that’s not acceptable," she said.
The Ombudsman said that her office will probe on every drug related complaint bearing on the extra judicial killings.
"In our case, there had been some complaints which have a bearing on the extra judicial killings. Which have a bearing on drugs especially the complaints against the detained senator. So we try to consolidate all these complaints and conduct a fact finding investigation," Morales stated.
"His communications people say, 'That's hyperbole.' You know, they try to rationalize whatever he says so whether or not the police or whoever he addresses these words [to] believe him, that's a different story," she added.
Morales is currently handling two complaints against Duterte. Matobato's complaint against the President where he accused him of murder, kidnapping, torture, and crimes against humanity over the alleged Davao Death Squad (DDS) and two is a plunder complaint against Duterte filed by none other than Senator Antonio Trollanes IV. He is accusing him of an alleged P2.4 billion deposits in the President's bank account in a scheme involving supposed ghost employees of the Davao City government.
Meanwhile, President Spokesperson Ernesto Abella thinks that Morales is really taking Duterte's words out of context.
"Again and again, we’ve stated about how the President expresses himself and that particular statement may have been taken out of context," Abella said in the Palace press briefing.
President Rodrigo Duterte said that 2 out of 5 statements he makes are true.
"Eh, sa limang salita, dalawa lang ‘yung tama niyan, ‘yung tatlo puro kalokohan ‘yan (Out of my five statements, only two are true, the rest are foolishness)," he said during the 115th anniversary of the Bureau of Customs in February.
