Did the Aquino administration or Commission on Human Rights attempted to help knowing it's primary function is to investigate all forms of human rights violations involving civil and political rights in the Philippines?
The one optimistic in helping these victims of "tanim-bala" victim is none other than, Public Attorney's Office chief Persida Rueda-Acosta.
