The 462-paged special report was submitted by COA. It states that some of the buildings in Quezon City that were funded by the PDAF of the senator does not have proper documentary support and have questionable transactions.
The report states that P7.3 million amount of money from Pangilinan's PDAF was used to finance the buying or "barangay office equipment" for at least 17 barangays in Quezon City, while the other contributors include former senator, Ramon Magsaysay, Jr. who gave P100, 000 and Albay representative, Rep. Edcel Lagman, who also gave P904, 000.
These said projects lack support of proper documents and the purchase of the materials used lack official receipts or proofs of bidding.
In addition, another suspicious project costing P1.063 million from Pangilinan's PDAF was allegedly used to fund the purchase of the needs of a certain barangay in Quezon City. Such so-called "needs" include an Apple Macbook laptop, a Nikon DSLR camera, a laminating machine, a Sharp DVD player, Sony digital cameras, and most of all, 19" Samsung LCD monitors.
Upon the process of auditing, COA discovered that the aforementioned gadgets were either unaccounted, missing, or defective as shown in the barangays report.
The report also stated that Pangilinan's PDAF was also used to purchase from Superjie Trading, a supplier which was considered "not legally nor physically existing." This is because the trading store may have been operating from 2008 to 2009, but it does not have a business permit.
Part of Pangilinan's PDAF, costing around two million pesos (P2M), was also used to finance the construction projects for barangay operations. However, these projects were not announced to the public for transparency nor were these projects backed up with proper documents such as invitations to bid, official receipts, or contract agreements.
These recipient barangays include South Triangle and Kamuning, which did not release disbursement vouchers to prove the existence of the projects such as, according to COA, repair of roads, building of public toilets, and concreting.
Pangilinan also allotted an amount of P599, 000 for a feeding program and distribution of medicine that was also unrecorded.
A livelihood project of the senator in Batasan Hills also had no proof of implementation. Moreover, it was further discovered that the barangay did not also asked for assistance from former senator Kiko Pangilinan.
"These were not supported with... bid documents, project plans, or any document authorizing the conduct of activities and proof of implementation indicating the venue, activities undertaken, beneficiaries, pictures of the activities, participating partners, date conducted," the special report stated.
TV celebrity and Pangilinan's wife, Sharon Cuneta, defended her husband by denying the allegations against him.
"His pork barrel was well-accounted for, napunta sa lahat dapat puntahan," Sharon Cuneta said on her Twitter account last Thursday night.
Kiko Pangilinan's term as a senator also ended last June.
