Freed communist consultants, re-arrested again - bail bonds cancelled

The Philippine government gave directives to all courts in the country to re-arrest the National Democratic Front of the Philippines (NDFP) consultants.

The government releaed at least 21 peace consultants of the NDF who were suppose to participate in the peace talks which the Duterte administration is pushing through.

The decision to arrest them again was based on the petition filed by the lawyers of the government. According to Solicitor General Jose Calida, the arrest order was prior to President Rodrigo Duterte decision in ending the peace process between the Philippine government and communist groups.

Solicitor General Calida directed cours to cancell all bail bonds on the NDF consultants and return them to their detention cells.

His initiative was made after Presidential Adviser on the Peace Process Jesus Dureza announced that the backchannel talks with the communist groups ended for the recent attacks made by the New People's Army - a communist rebel group tied to the Communist Party of the Philippines.

"The conditional release granted them by the courts are for the sole purpose of the formal peace negotiations. The conditions are based on the Supreme Court Resolution dated 2 August 2016, and not based on JASIG," OSG Spokesperson Atty. Erik Dy said, pertaining to an SC Resolution involving NDF leaders Ocampo, Echanis and Ladlad.

JASIG, or the Joint Agreement on Safety and Immunity Guarantees, is an agreement signed by the Philippine government and the NDF in 1995. It guarantees the immunity and safety of anyone involved in peace talks.

"The conditions provide that should the formal peace negotiations cease or fail, their bond shall be deemed automatically canceled," Dy said.

In a speech to the soldiers of Philippine Army‘s 103rd Brigade during his visit in Marawi City, President Duterte said he will no longer talk to the Communist Party of the Philippine - New People’s Army-National Democratic Front (CPP-NPA-NDF) following a string of attacks on state saecurity forces.

"Huwag kayo masyado magkumpiyansa dyan, kasi there is a strong resurgence. Nabubuhay na naman ang NPA. Pagkatapos nito, letse itong putukan na ito, kapag naubos ang mga ulol, mag-re-orient tayo, NPA na naman. Kasi marami silang utang sa atin. Ayaw ko na makipag-usap sa kanila. Marami na akong sundalo na pinatay nila, marami na akong pulis na pinatay nila," Duterte said.

On July 19, a militiaman was killed while five of Duterte's security personnel were injured during an ambush by the NPA in Arakan, North Cotabato. Police states that a police asset was also abducted by the communist rebels.

The killed CAFGU was identified as Ben Padia.

President Duterte condemned the attacked and during his second SONA held on Batasan Complex last July 24, he also announced that there will be no more talks happening between the government and communist groups as they dared to attack the Presidential Security Group. If he was inside the ambushed vehicle, he could've died too.
