Computer|Network Engineer lectures ABS-CBN President Carlo Katigbak why Kapamilya Network cannot operate without a franchise unlike Netflix & YouTube

Netizen Noel Landero Sarifa has taken to Facebook to lecture ABS-CBN President|CEO Carlo Katigbak why the Kapamilya Network cannot operate without a franchise unlike Netflix and YouTube.

Sarifa recalled NTC already explained that the Department of Information and Communications Technology adviced them that in the meantime, ABS-CBN and other networks should avoid offering pay-per-view services until there are no rules and regulations about the matter, but still ABS-CBN pushed with their PPV service with their BlackBox.

Sarifa was in utter disbelief that someone like Katigbak, the President and CEO ABS-CBN can make ignorants statements like this in yesterday’s senate hearing on February 24, 2020. “The CEO, Mr. Katigbak mentioned companies like Youtube and Netflix which offering pay-per-view services despite having no franchise in the Philippines.”

“Well just to explain,” Sarifa grudgingly said.

Sarifa explained to Katigbak that Netflix and YouTube are using a different kind of animal – the internet bandwidth – compared to the Kapamilya which is radio/TV frequency. “NETFLIX and Youtube is an ONLINE Service!Subscription Video On Demand (SVOD) They are not using radio/TV frequency like ABS-CBN.”

Sarifa added that at the moment, the Philippines does not have rules that regulates such services. “At present, the Philippines does not have rules which regulate services offered by companies that deliver audio, video, or media content through the Internet.”

Sarifa elaborated further by highlighting the striking difference between the Kapamilya Network using electromagnetic spectrum or air frequency (term used by scientists to describe the entire range of light that exists like radio to gamma waves) which requires a license because it’s a scarce resource while Netflix and YouTube use internet speed and internet bandwidth.

“While you ABS-CBN is a broadcasting company wherein the distribution of your audio or video content to a dispersed audience via any electronic mass communications medium, but typically one using the electromagnetic spectrum.”

“Unlike Netflix and Youtube that are online services, your broadcasting is using air frequency that requires a license. Licensing became necessary as broadcast frequencies constitute a scarce resource. Where as online services will vary on internet speed and internet bandwidth.”

Sarifa clarified there is no point of comparing between the two groups because they use different medium. “It is not to be compared because they are using a different medium.”

Sarifa recapped his earlier explanation for emphasis and clarity. Ouch. “Sa madaling salita ang Netflix at YouTube po ay Internet ang medium para magamit, while ABS-CBN is a Broadcasting Company na gumagamit ng electromagnetic spectrum sa hangin(radio waves). Hindi po sila magkapareho.”

Sarifa ended the FB post with a friendly advice to ABS-CBN President and CEO Carlo Katigbak. “As CEO Mr. Katigbak should know the difference, he might not be a technical guy but should at least know how his network, works.”
