Edcel Lagman is trying to point out that declaring martial law in Mindanao is not necessary and not needed since there's no rebellion happening. Rebellion is not similar to terrorism he said.
Article VII, Section 8 of the Constitution states the president can declare martial in case of invasion or rebellion and that public safety needs it.
"Don ba sa Mindanao, itong Maute Group ba ay rebellion o terrorism. Palagay ko terrorism and this could be addressed by the Armed Forces of the Philippines, by the Philippine National Police and by ating existing anti-terror law," Lagman said. "Kahit don naman sa declaration ng martial law, walang factual na sinabi na engaged in rebellion. Conclusion of law lang at conclusion of facts ang ginawa doon. Ano ba ang na-sieze? Ang na-sieze naman ospital, hindi naman yong munisipyo," he added.
President Duterte placed the entire island of Mindanao under martial due to the ISIS-inspired Maute extremists attacking and trying to take over Marawi City.
The declaration was announced when the president was still in Moscow, Russia and the announcement was given through Palace spokesperson Ernesto Abella.
Because of his decision, the president and the administration has been receiving endless tirades and criticism not only from the opposition but also from people who claim to be "concern" about abuse of power during martial.
However, many of the critics are not fully aware of the real situations happening in Mindanao. The Mindanaoan netizens claim that they are doing fine and are thankful of martial law. There has been no reports of abuse so far since the proclamation.
